This command toggles the Magnification Mode of the 3D View window. In magnification mode a simple left mouse click magnifies the view by 2X while a Shift + Click de-magnifies the view by 2X. Additionally, selecting an area of the 3D View in magnification mode will zoom the window to the selected area.
